Programme Manager – Cybercrime
With Headquarters in Strasbourg, France, the Council of Europe brings together 47 member states to protect and promote human rights, democracy and the rule of law throughout Europe and beyond. From our Cybercrime Programme Office in Bucharest, you will join us at the forefront of the fight against cybercrime by managing high-profile capacity building projects to assist member states in strengthening their criminal justice capabilities.
Overseeing all administrative and contractual elements of programmes, you will prepare workplans, draft terms of reference, negotiate contracts with consultants and suppliers, monitor performance and track expenditure. At the same time, you will act as an expert adviser, trainer and speaker, whilst mentoring and motivating colleagues, and will generate high quality reports to drive decision-making – so you can expect real impact on everything we do. Depending on your experience and qualifications, you could also find yourself acting as Head of Operations, including facilitating needs, planning HR requirements and deputising for the Head of Office.
To join us, you will need a postgraduate qualification in law, political science or a related discipline, backed by sound professional experience of criminal justice matters. In particular, you will be well versed in cybercrime, preferably on an international level, and must be prepared to travel extensively to project regions. Finally you with bring a strong results orientation and will be capable of communicating effectively in English with knowledge of French.
