People in Need seeks candidates for positions of Programme Officers in an emerging, progressive, multi-national team of Prague Civil Society Centre. Starting as People in Need’s project, the Centre will spin off as an independent organization as soon as viable. The Centre’s mission is to empower civil society actors across Eastern Europe and Central Asia in their quest for more open, democratic societies that would respect the rule of law, human rights and dignity. In the face of recent trends in undermining civil society in the region, the Centre is to nurture and support both established and emerging organizations and initiatives and bring together active citizens of very different backgrounds. The focus is on innovative approaches and methods of operation. The Centre is going to serve as a hub of civil society activists, as a facilitator of working bonds as well as exchange of knowledge and inspiring expertise that has been accumulated in the region. 

Primary Tasks & Responsibilities

The Programme Officer will work to develop and manage projects related to one of the Centre’s programmes (1. grant-making,  2. capacity-building, 3. education/research), to contribute to the Centre’s overall strategy, to propose programme priorities and methods of implementation and to monitor and evaluate projects and other Centre’s activities.

The responsibilities will include especially:

  • Maintaining communication with existing and potential partner organizations in the region
  • Designing and implementing new projects from the initial concept through realization until evaluation of the results
  • Organizing grant award process, monitor projects during the whole project cycle incl. field visits / Organizing capacity building events and activities (internships, workshops, e-learning courses), including proposing the programme, selecting participants and taking responsibility of all practicalities
  • Preparing and following programme work plan and calendar
  • Collaborating with financial manager on specific budgets for projects and individual programme items
  • Tracking political developments in the region with a special focus on civil society, and informing the Centre’s strategy
  • Representing the Centre’s programme at relevant internal and external meetings
  • Building and maintaining relationships with like-minded organizations, other donors and regional organizations

Qualification & Requirements

  • Master’s degree in international affairs, political/social sciences, international development, human rights, relevant area studies/languages and/or other related discipline
  • At least 3 years of experience in relevant civil society work
  • In-depth understanding of political issues and trends in the target region
  • General understanding of closed societies, civil society issues, and familiarity with civil society networks and individual activists in the region
  • In-country experience in Eastern Europe or the former Soviet Union preferred
  • Excellent written and oral communication skills in English and Russian, fluency in Russian is required, knowledge of other languages in the region is an asset
  • Proficiency in the use of MS Office
  • High degree of organization and initiative
  • Experience with programmatic and financial management and reporting is an asset
  • Excellent interpersonal skills
