The Guild is a new and transformative alliance of leading European research-intensive universities committed to creating a distinct and innovative voice in response to current scientific and societal challenges. The research and research-led engagement of its members will reinforce the quality of the Guild’s advocacy and influence, whilst its researchers will bring their knowledge to innovation in new formats. Through the commitment of its members for collaborative exchange, the Guild will actively work to engage with policy-makers, enhance public debate, promote excellence in higher education and collaborate with private and public institutions to solve global challenges.

The Guild is an international non-profit association (AISBL) based in Brussels.  With a founding membership of 9 universities, it is anticipated that the Guild will comprise 18 member institutions from across Europe by the time of its public launch in November 2016.  For a quick summary of the Guild’s foundation and its membership, see

The Senior Research and Policy Officer (SRPO) will support the Secretary General in developing and maintaining strong networks with the Commission and European Parliament to articulate and advocate the Guild’s research and policy agenda.  S/he will demonstrate a deep understanding of the current funding issues and trends for research, teaching and R&D within Brussels, having gained more than five years of relevant experience. The SRPO will liaise with other relevant political institutions, lobby groups, and like-minded organizations in Brussels to inform the Guild’s wider thinking on, and understanding of, EU policy in the broadest sense.  S/he will also play a leading role in communicating EU policy development to Guild members, working closely with and supporting members’ EU policy officers in the articulation of policy concerns.  The successful candidate should be available to start as soon as possible. The position will involve:

  • Liaising with key stakeholders, including members of the European Institutions (European Commission, European Parliament, and Council) and networking activities at European level.
  • Creating strong platforms and networks within Brussels from which to advocate the Guild’s position on relevant EU policy development.
  • Liaising with members’ research offices to improve the provision of key data around funding calls.
  • Improving mechanisms for collaboration in conjunction with members, and provide regular briefings on upcoming calls.
  • Liaising with and supporting the Guild’s network of EU policy officers:  chairing regular meetings and advising/leading on EU policy development (including travel to member institutions).
  • Contributing to the cooperation with national research funding programs/councils.
  • Drafting reports, minutes, policy synthesis and analysis of EU documents and other relevant documents; preparing feedback and summary reports as necessary for dissemination amongst member institutions.
  • Assembling, interpreting and analyzing information/EU reports for the development and review of Guild policy, as well as advising on anticipated impact.
  • Maintaining an up-to-date knowledge of European research and innovation policies.
  • Fulfilling other responsibilities and tasks as directed by the Secretary General.

Profile and Competencies

The successful candidate should demonstrate the following competencies:

Education & Experience

  • Masters degree (and ideally a PhD), with a minimum working experience of five years.
  • Thorough understanding of the functioning of European institutions and decision-making process.
  • Substantial experience in European public affairs and/or academic or not-for-profit environment.
  • Good knowledge of the Higher Education Sector.
  • High standard of spoken and written English, knowledge of another European language is an asset.

Specific Competencies

  • Excellent knowledge of EU decision-making processes and governance in relation to research, teaching, R&D and innovation policy development.
  • Relevant professional experience with a strong track record of success in analyzing public policy issues and advocating for agendas and solutions to senior policy makers within the EU Commission and Parliament.
  • Experience in developing, reviewing and synthetizing policies and EU documents, and communicating outcomes to a diverse and broad audience.
  • Ability to identify, in conjunction with Guild members, key areas of debate in scientific and policy development, and establish effective mechanisms for involving academics.
  • Ability to communicate effectively and authoritatively with academic experts from a range of subjects.
  • Experience in drafting and summarizing reports and minutes.
  • Good, practical working knowledge of MS Office systems (especially MS Word, Access, Outlook, Excel and PowerPoint).
  • Excellent presentation and communication skills necessary to represent the Guild externally.

The Guild offers

  • Full-time position under Belgian law
  • Start date: September, or as soon as possible.
  • A European working environment located in Brussels
  • Unless a national of the ‘EU and EEE’, candidates must be eligible to work in Belgium and must have a work permit.
