Friends of Europe is seeking to appoint a Programme Manager with an ability to cover a range of policy areas that include digital, industry but to specialize on issues of energy, climate and the environment to create opportunities to enhance and develop our business and its influence.

Friends of Europe is a Brussels-based think tank that aims to stimulate thinking on key global and European issues that span political, economic, social and environmental challenges. Our insightful and timely publications and animated debates provide access to sharp analysis and they often produce bold recommendations. We promote the confrontation of ideas that is vital to policymaking and encourages wider involvement in Europe’s future.

You must have the ability to keep abreast of policy developments in the fields of energy, climate and the environment and spot opportunities to add value, innovate, build opportunities to enhance our reputation by drafting programme propositions, analyses and policy briefings that are timely, relevant to current policy developments and that attract the attention of policymakers and funders. You must have a flexible approach to change with a positive attitude to a fluctuating workload and must be prepared to work individually or as a team with continual self-motivation. Ideally, we are looking for someone who has a minimum of 2 years work related experience in these areas and/or demonstrates, through application, the aptitude, appetite and capability to transfer their skills to these specialisms.

You will be responsible for the development of the definition, coordination, prioritisation and delivery of multiple related programmes and projects in the areas noted above. You will own and champion these programmes by leading, developing and motivating your peers and be seen as the ‘face of these specialisms’ internally. You will develop and maintain effective communication with peers, stakeholders and the wider business to ensure engagement, support and delivery of programme outcomes. This will encompass ensuring that appropriate governance and controls are in place so as to proactively manage the ongoing pipeline of work, maintaining business relevance and balancing evolving business needs with the clarity required to deliver individual projects. You will ensure correct procedures are followed to manage all programme-level risks.

Key areas of competence, skill and know how expected of a Programme Manager Role 
1. To be a generalist with the capacity to gain a good understanding of any given topic/issue, while having the ability to specialize in energy, climate and the environment. This will require the ability to assess the ‘market place’ in which these operate i.e. who is leading thinking, policy, and other activity in the area, who are the key stakeholders, what are the key issues affecting it, who are the key players interested in funding it

2. Be in charge of content development related to these specialisms by delivering an exciting series of events and writing policy papers and analyses in line with a predefined annual programme of activities

3. To assist in partnership development and support the account manager for the relationship with the partner(s) in these areas of specialism

4. To promote the impact and value of programme activity by defining a set of key messages/learning drawn out of programmes and projects to share widely and promote the work of Friends of Europe by working closely with the communications team

5. You must be a native English speaker with excellent written and vocal communication skills.

We are looking for someone who has a minimum 2 years of experience of working in the areas of energy, climate and the environment and or in policy related areas. You must have an enterprising approach in your work with partners to ensure that programme and project proposals can be funded and are successful.
