Job description, responsibilities and duties:
Under the direct supervision of the Resource Management Officer in IOM Bratislava, overall supervision of Head of Office in IOM Bratislava and in close cooperation with the Administrative centres in Manila and Panama, incumbent is responsible for support and assistance related to financial management and accounting of IOM office in Bratislava and sub-office in Kosice.

Core Functions / Responsibilities:

Human Resources Administration
1. Monitoring contract expirations and yearly step increments;
2. Preparation of contracts and personnel actions for staff members and non-staff for further processing and endorsement;
3. Maintenance of personal files including collections and verification of personal status forms, outside activity approvals and other;
4. Preparation of CP, MSP reports, organizational structure and other HR related reports;
5. Non-staff payroll: registering and verifying of delivery protocols against the non-staff contracts, calculation of monthly payment of non-staff and updating payroll for non-staff in HR module in SAP
6. Payroll process of IOM national staff, reconciliation of payroll calculation files with SAP reports, verification of monthly changes of entitlements and changes of projectization.
7. Timekeeping – reconciliation of attendance (sick leave, annual leave and other leave administration) in SAP against the electronic attendance tracking system, administration of sick live cerftification;
8. Administration of hiring process;

Financial Project Management
9. Assistance in monitoring and evaluation of projects including preparation of project reports in compliance with donor and IOM reporting requirements.
10. Assistance in monitoring of project spending;
11. Maintenance of project files including data, information and supporting documentation necessary for the project implementation and administration.
12. Filing supporting documents for payment requests, preparation of payment requests to the donor;
13. Active participation in the meetings of the project team as well as official meetings and appointments as needed.

Other duties
14. Treasury accounting – Performing of bookings of bank transactions in SAP (individual and mass transaction bookings) and monthly reconciliation of the bank account.
15. Monthly verification and updating of purchase orders related to non-staff(e.g. consultants, hourly staff).
16. Preparation of quarterly VAT and consumption tax claims. Clarification with tax authorities regarding complex claims.
17. Other duties as may be assigned by the Head of Office or supervisor.

General Staff (GV, UN Salary Scale valid for the Slovak Republic since 1 Jan 2009). Step one of the salary scale corresponds to brutto 1490 EUR per month(net payment of 1310EUR – income is exempted from taxation).
6 weeks of paid annual leave per year.

Resource Management Officer

Job description, responsibilities and duties:
Under the overall and direct supervision of the Head of Office (HoO) in Bratislava the Head of the Resources Management Unit is responsible for financial and human resources management in IOM office in Bratislava and sub-office in Kosice.

Core Functions / Responsibilities:
1. Coordinates and leads the Resource Management Unit in Bratislava,
2. Monitor, analyse and oversee the financial management for all IOM activities in Slovakia
3. Prepare donor financial reports in accordance with IOM regulations, establish procedures, undertake review and analyze project receivables versus expenditure and initiate timely remedial action when necessary.
4. Ensure implementation of and adherence to internal controls to prevent fraud and mismanagement. Develop and implement relevant operational control systems.
5. Coordinate the financial and administrative aspects of agreements, in close coordination with the relevant project managers and the Office of Legal Affairs.
6. Forecast cash flows according to activities in the CO and ensure daily control of funds disbursed; ensure funding is received in accordance with donor agreements.
7. Prepare annual budget for the CO, monitor budget control and analyze variances between budget and actual expenditures, and participate in the preparation of budgets for new projects.
8. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
9. Make recommendations on procedural improvements and ensure training of the local staff in the relevant areas of administration and finance.
10. Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.
11. Support HOO in human resources management and assist in recruitment, retention, promotion and separation of local staff. Apply HR polices, rules and regulations and make recommendations for resolving difficult or sensitive cases.
12. Liaise with other units of the CO as well as banking, donors and government counterparts and other stakeholders as required in the performance of the accounting function. Liaise with relevant units at HQs regarding the financial and administrative activities of the CO.
13. Support project managers throughout the project cycle to ensure compliance with IOM’s policies and procedures and any donor specific requirements. Ensure project managers compliance with general instructions of IOM and relevant permanent instructions for the CO, namely in the areas of general administration, finance and human resources.
14. Acts as focal point with the Regional Office, MAC and PAC.
15. Coordinate security of the facilities and personnel training of security staff and coordination with the UN security cells, ensure that all staff reasonable measures are taken with regards to security of the office premises and equipment.

Languages:
Required: Fluency in English (oral and written).
Desirable: Fluency in Slovak
