Based in Strasbourg, France, the Council of Europe brings together 47 member states to protect and promote human rights, democracy and the rule of law throughout Europe and beyond. Enjoying significant input into the way we work, you will contribute to the preparation of our biennial budget and programme, and monitor all aspects of implementation.
Reviewing the programmatic contributions of our various entities, you will carefully track progress and spending, constantly update budget forecasts and analyse cost estimates and spending proposals to ensure we attain best value. At the same time, you will review draft terms of reference for intergovernmental committees and advise managers on financial policies and procedures, including results-based budgeting, so you can expect a very high profile and significant impact on everything we do.
Qualified to degree level in Finance, Accounting, Economics, Business or Public Administration or a related discipline, you will bring sound professional experience of budgeting and programming, financial management and associated activities. This will have given you the ability to interpret and apply financial rules, procedures and regulations, backed by highly developed problem solving and analytical skills, and you should bring excellent knowledge of either English or French plus some command of the other language.
