This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
Vienna is classified as an H and family duty station.
Org. Setting and Reporting
The post is located in the Implementation Support Section III (ISS III), Terrorism Prevention Branch (TPB), Division for Treaty Affairs (DTA). The incumbent will work under the guidance and direct supervision of the Chief of Section.

- Within assigned authority, the incumbent will perform the following duties:Assist in the provision of technical assistance with respect to regional and national terrorism prevention activities;Assist in conceptualizing, planning and implementing regional and national counter terrorism activities, mainly focused on the Middle East, North Africa and the Gulf region, in particular legislative assistance workshops, implementation of the universal ant-terrorism instruments, capacity building workshops, as well as other relevant initiatives in the legal and related aspects of counter-terrorism;Provide inputs for funding proposals for donors interested in the Middle East, North Africa and the Gulf region and prepare technical briefings;Prepare technical presentations on the counter-terrorism activities of UNODC; carry out presentations, as required;
Assist in the preparation of, and participate in technical assistance missions to Member States, as needed;
Contribute to ensuring that the work programme and the activities of the Branch are carried out in coordination with other entities and UNODC and in liaison with relevant organizations of the United Nations system and as well as with other international organizations and Member States; arrange to obtain and integrate required substantive inputs from these stakeholders;
Contribute to the overall substantive implementation of the work programme of the Branch;
Perform other work related duties as assigned.

An advanced university degree (Master’s degree or equivalent) in law, political or social science, criminal justice, international relations, public or business administration, project management or related fields, is required. Specialization in criminal law, legal and related aspects of terrorism prevention and their international dimensions is highly desirable. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
A minimum of two years of progressively responsible experience in terrorism prevention, rule of law or closely related issues, is required. Experience in programme formulation and implementation in counterterrorism or a directly related field, is desirable.
No experience is required for candidates who have passed the Young Professionals Programme Examination/United Nations National competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of Arabic is highly desirable. Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
