Org. Setting and Reporting

This position is located in the Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision and substantive guidance of the Chief, Human Trafficking and Migrant Smuggling Section and designated senior staff, and the overall guidance of the Chief of OCB.

Within assigned authority, the incumbent will perform the following duties:

• Support the management, coordination and monitoring of the implementation of the Global Programme against the Smuggling of Migrants. In particular:
– Participate in the development, implementation and evaluation of the Global Programme against the Smuggling of Migrants;
– Identify and assess technical assistance strategies of donors active in anti-trafficking and anti-smuggling initiatives;
– Coordinate activities related to budget and funding, including identifying donor priorities and funding opportunities, drafting funding proposals accordingly, following up with the donors and relevant UNODC sections for the securing and use of funding, and coordinating timely periodic progress report to the donors and prepare related documents and reports to this effect;
– Participate in review, monitoring and evaluation events for projects against trafficking in human beings and smuggling of migrants, and contribute to the development and enhancement of monitoring tools for HTMSS;
– Support the implementation of the conclusions of the joint independent evaluation of the Global Programme against Smuggling of Migrants together with the Global Programme against Trafficking in Persons, and provide guidance to HTMSS in putting into action the required changes;
– Assist in the recruitment and supervision of consultants and personnel, as required;
– Prepare technical presentations and background information on the Global Programme against Trafficking in Persons and the Global Programme Against Smuggling of Migrants and component activities, as required.

• Participate in the development and implementation, as assigned, of technical assistance projects and policy work, and their component activities, against trafficking in persons and smuggling of migrants, with a special focus on criminal justice, especially law enforcement and prosecution. In particular:
– Provide substantive and technical expertise for the formulation, implementation and assessment of projects, including the collection and compilation of relevant background data and information;
– Undertake associated desk research and assessment missions;
– Assist in coordinating project implementation, for example, by arranging assistance delivery and procurement in line with UN rules and regulations;
– Prepare periodic project progress reports, undertake project and budget revisions, and undertake project monitoring and evaluation, as relevant;
– Cooperate and coordinate with the field offices and other relevant entities and advise UNODC field offices on implementation arrangements, potential partners and detailed specifications for projects against trafficking in persons and smuggling of migrants.

• Promote, in general, the work of UNODC against human trafficking and migrant smuggling within the overall framework of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both supplementing the United Nations Convention against Transnational Organized Crime.

• Professionalism: Has in-depth knowledge and specialization in the field of programme development and management with a focus on criminal justice and/or rule of law. Has knowledge and understanding of theories, concepts, approaches, policies and practices in crime prevention and criminal justice, including organized crime, human trafficking and/or migrant smuggling, as well as the mandates of the United Nations Office on Drugs and Crime. Has knowledge of and specialization in substantive and functional areas with very good research and analytical skills. Is able to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Is able to apply judgement in the context of assignments given, plan own work and manage conflicting priorities. Advanced university degree (Master’s degree or equivalent) in business or public administration, management, law, criminal law, criminology, social science, international relations, political science, or related area is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area at national and international levels is required. Experience in international criminal justice matters including project formulation, implementation and monitoring, and exposure to international development cooperation is desirable. Working experience with developing countries and proven cross-cultural and gender sensitivity is desirable.


English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, is required. Knowledge of other United Nations official languages is an asset.
