Director of Programme and Budget (Grade A6) Strasbourg, France
Based in Strasbourg, France, the Council of Europe brings together 47 member states to protect and promote human rights, democracy and the rule of law throughout Europe and beyond. Reporting directly to the Secretary-General, you will oversee programme and budgetary matters for the entire organisation, whilst providing inspiring leadership.
Working closely with senior managers, you will assist in shaping our strategic priorities and carefully assess their budgetary implications, whilst preparing and costing our biennial programme of activity. This will give you far-reaching influence over the way we operate, so we require a leader with excellent vision and strategic insight. Demonstrating our values of professionalism, integrity and respect you will champion best practice in programming and treasury management across the Council and will liaise regularly with our External Auditor and Oversight Advisory Committee.
Educated to master’s degree level, preferably in finance, administration, political science or another related field, you will bring substantial experience of budgetary and financial management and a proven track record of leading teams. Expert knowledge of policy development, programme management and/or intergovernmental work is also essential, as is broad understanding of our scope and mission, the functioning of international organisations and multilateral cooperation. Finally, you will need good negotiating and decision making skills, and be able to communicate effectively in both English and French.
