Its main efforts focus on shaping transatlantic political and economic debates through novel research activities and high-level conversations between key experts on foreign and security policy. Annually, GLOBSEC organizes the GLOBSEC Bratislava Forum, one of the top global conferences on security. Its think tank, the GLOBSEC Policy Institute (GPI), is supported by 14 researchers, pursuing research in 6 pillars: Defense & Security, Strategic Communication, Future of Europe, Eastern Partnership, Energy, and Cyber Security. The Institute is led by Dr. Jakub Wisniewski, former ambassador of Poland to OECD. Programme research is developed in close coordination with our network of top experts and current and former practitioners/decision-makers, including in particular the International Advisory Board of GLOBSEC, and partner organisations.

GLOBSEC Cyber Resilience Program

Ubiquitous computing is rapidly expanding the global network of devices, businesses, and people, disrupting business models, intensifying information exchange, and innovating social organizations. However, while the Internet of Things, Cloud computing, and other emerging technologies promise a shiny digital gold rush, some fear that the wealth of the digital market is a poisoned chalice. Every month, newspapers report on new and more significant data leaks or breaches of government agencies or major corporations. European states must confront the regulatory and security challenges emerging from: a growing Digital Single Market, fragmented European data protection and cybersecurity policies, increasing scope and scale of network breaches, and opaque response policy to state-level hacking. The GLOBSEC Cyber Resilience Program is in the process of developing several novel areas of research on cybersecurity, ranging from policy recommendations for NATO and EU agencies on critical infrastructure protection and information exchange to security implications of emerging cyber threats like data manipulation. Candidates for the GLOBSEC Cyber Resilience Program should be prepared to continue existing program research efforts and develop new areas of work based on personal research interests.

Management

  • Supervision over the work of intern(s) and project team members;
  • Supervision over the planning, implementation, execution, and evaluation of projects; responsibility for all outcomes towards the project committee.
  • Supervision of program-related content at three top-level events

Research

  • Development and implementation of the research agenda in the area of cybersecurity;
  • Preparation of background materials for Research Director;
  • Drafting of project proposals’ narratives in coordination with Research Director;
  • Development and active communication with group of external experts;
  • Writing and editing of expert publications.

Fundraising

· Identify of private and institutional fundraising opportunities;

  • Pursuit of fundraising opportunities from private and institutional partners;
  • Liaise and report/audit to private and institutional partners.

Representation

  • Representation of the Institute at expert events (seminars, conferences);
  • Commenting for media and advocating expert positions;
  • Active contribution to the content of social media.

Professional background requirements:

  • A candidate is required to have at least two years of professional experience in the area of cyber issues; or a Master’s degree in a relevant field (cybersecurity, computer science) and demonstrable research experience with cybersecurity issues

Research/analytical skills:

  • Proficiency in written and spoken communication in English;
  • Proven track record in writing and editing of expert papers;
  • Knowledge of Slovak, Czech, Polish, or Hungarian is an advantage;
  • Proven track record in speaking at international events and commenting for media is an advantage.

Other requirements: residence in or relocation to Bratislava
