The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the OECD and the IEA seek opportunities to work with non-members of growing importance to the world economy.
The IEA is recruiting Research Assistants to work in the Oil Industry and Markets Division (OIM) in the IEA’s Directorate of Energy Markets and Security (EMS). The selected candidates will be part of a close-knit team that generates forecasts and analysis of the oil market under demanding deadlines. S/he will work on the IEA’s monthly Oil Market Report (OMR) and the annual Medium Term Oil Market Report (MTOMR) and will provide general data and analytical support for the division.
Main Responsibilities
Modelling and Database development
  • Participate in the construction and design of models to expand the range of tools available to the IEA for oil market analysis and short- and medium-term forecasting.
  • Review and assess existing analytical models and spreadsheets and design and implement adjustments and modifications to make them more robust and easier to manage and update. In particular, migrate spreadsheets‑based models to database‑based platforms such as the IEA’s new proprietary “IDIOM” oil supply model.
  • Keep up to date with the latest hardware and software developments and leverage them to improve the efficiency of work routines. Initiate, develop and maintain appropriate documentation on data series. Draft methodological and technical notes for existing and new models and databases.
Statistical Support
  • Identify, collect and package data for OIM analysts from a wide range of internal and external sources. Carry out ad hoc extraction and manipulation of data.
  • Design and implement procedures, including quality-assurance systems, and programs to prepare the underlying data used in the monthly OMR, annual MTOMR and other OIM reports and presentations.
  • Assist internal and external OIM data users with technical and methodological advice.
Research and Analysis
  • Assist in the research and drafting of sections in the OMR.
  • Contribute to OIM internal discussions and assist with ad-hoc research and presentations on oil market issues.
Ideal Candidate Profile
Academic Background
  • Post-secondary level of education in computer programming, statistics i.e mathematics, information technology, economics engineering or another relevant field.
Professional Background
  • At least three to five years’ experience in oil statistics and energy sector.
Tools
  • Extensive experience in the use of large computerised databases and the analytical tools and systems, including programming.
  • Excellent knowledge of VBA. Understanding of Oracle/SQL or other database programming language. Highly proficient in MS Excel and Access. Competent in the use of statistical modelling software such as E-Views or equivalent.
Languages
  • An excellent written and oral command of English. Good knowledge of other language(s) would be an asset.

Contract Duration
  • A Two year fixed term appointment, with the possibility of renewal.
  • Monthly base salary starting from 4355 EUR, plus allowances based on eligibility, exempt of French income tax.
Please note, the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
