Job description

The OECD is looking for a junior advisor to work on procurement and contracts. The successful candidate will be primarily responsible for procurement activities linked to an EU-funded project “EU4Energy” (the Project), including the preparation of competitive procurement processes, the selection of contractors and the drafting, negotiation and management of related contracts.

Main Responsibilities

  • Prepare calls for tender and market consultations for the procurement of intellectual and other services required for the Project. Draft terms of reference for bidders; identify companies and individuals to be consulted; organise, plan and guide related procurement procedures. Collaborate closely with the Project manager and the OECD’s Central Purchasing Group (CPG) in this regard.
  • Prepare bid analyses: prepare bid evaluation framework, develop financial and technical analysis of bids.
  • Negotiate the best purchasing and other contractual key terms with contractors, taking into account the technical and financial objectives of the matter.
  • Prepare documentation for submission to the OECD Procurement Board and appear before the Procurement Board when required.
  • Act as a contact point for the Project team and internal clients regarding procurement issues; develop procurement strategies and tools; disseminate such tools and relevant information on procurement-related practices to internal clients.
  • Assist the Project team and other internal clients, as required, on contractual issues, including by advising on, reviewing, drafting and negotiating a wide range of procurement-related contracts in order to best protect the Project’s/IEA’s interests and taking into account all of the necessary technical, economic, legal and internal regulatory requirements.
  • Develop indicators to monitor contractors’ performance and ensure all necessary follow up.
  • Co-operate closely with the Financial Project co-ordinator (where applicable), CPG and the OECD’s Legal Directorate (LEG) on any contract and procurement issues.
  • Adapt and update existing contract templates as necessary to reflect legal, procedural and/or internal policy developments.

Desired Skills and Experience

  • Master or PhD in law.
  • 3+ years’ experience in procurement, including contract drafting gained either in private practice, in-house or an intergovernmental organisation..
  • Excellent knowledge of English and/or French.
  • Russian would be an asset

     

Contract Duration: 2-year fixed term appointment, renewable.
